Constant washing strips natural oils faster than they can replenish, and hands have fewer oil glands than face or body skin to begin with, so they need more frequent, deliberate moisturizing.

Once or twice a week is enough for most people, more if your feet are especially rough or cracked.

Most dermatologically tested formulas are, but always check the specific product description and patch-test if your skin reacts easily.

You can when needed, but they are not really interchangeable long-term: hand creams are built for thinner skin, foot creams for thicker, rougher skin that needs a heavier formula.

Both get more friction and exposure than most of your body, hands from constant washing, feet from shoes and pressure, so they dry out and roughen faster without dedicated care.
